World Athletics track certification: Class 1 or Class 2

A certificate on the wall says less about a track than most people assume. It describes a moment in time — the day the venue was surveyed and, in some cases, the day its surface was tested — and it says how much of that moment World Athletics is prepared to stand behind for the years ahead. That second part is where most facility owners are caught out.

For anyone specifying, tendering or renovating an athletics facility, the difference between a Class 1 and a Class 2 certificate is not administrative detail. It decides which competitions the venue may host, how long the paperwork stays valid, and how early the conversation about resurfacing has to start. Understanding the system before the tender is written is considerably cheaper than discovering its logic afterwards.

What is a World Athletics facility certificate?

A World Athletics Athletics Facility Certificate is a document confirming that one specific, built venue complies with Technical Rule 2 — the rule covering the dimensions, markings and equipment of an athletics facility and, depending on the class, the measured performance of its synthetic surface. The certificate belongs to the venue, not to the product installed on it, and it is issued for a fixed term rather than indefinitely.

There are two outdoor classes. Class 1 covers facilities conforming in all respects with the requirements of Rule 2, and requires in-situ field testing of the surface by a World Athletics accredited laboratory. Class 2 covers facilities where those in-situ tests have not been performed, but where the installed synthetic surface holds a valid Product Certificate. Both classes require a full survey of dimensions and markings; only Class 1 involves testing the track as it lies.

Class 1 or Class 2 — which certificate does a venue need?

The short answer: Class 1 for the very top of the sport, Class 2 as the working minimum for anything with an international status attached to it.

Technical Rule 2.2 states that outdoor competitions at the highest level — the World Athletics Series and the Olympic Games — may be held only on facilities holding a Class 1 certificate. Technical Rule 2.3 then sets the floor for everything below it: a Class 2 certificate is required for all facilities intended for use in the remaining categories of international competition. The Continental Tour Regulations (World Athletics, 31 March 2023) apply the same logic in practice, stating for both Gold and Silver meetings that a Class 1 certificate is preferred but the facility must hold at least Class 2.

What has changed in recent years is enforcement rather than principle. Every certificate issued before 1 January 2019 expired on 31 December 2023, which removed a long tail of venues that had been coasting on old paperwork. National federations have since reported a further tightening from 2025, with Class 2 becoming the stated minimum for Diamond League meetings, Continental Tour Gold and Silver, and Category E national permit meetings (Athletics Canada, 2024). The direction is unambiguous: the rules were always there, and the tolerance for venues that do not meet them has narrowed.

For a municipality or a club, that turns a technical question into a strategic one. A track built to host regional competition today may find that the events it has always welcomed now sit above its certificate.

A product certificate is not a facility certificate

This is the single most common misunderstanding in athletics tenders, and it is worth stating plainly. A Product Certificate is issued to a surfacing system on the basis of laboratory testing; it records the product's performance characteristics and the absolute thickness at which it was certified. It follows the manufacturer. A Facility Certificate is issued to a built venue and confirms that this track, with these dimensions and this surface, complies with Rule 2.

A supplier can hold an impeccable Product Certificate while the finished track holds nothing at all. The bridge between the two is installation: World Athletics expects the product to have been installed generally to at least the absolute thickness nominated in its Product Certificate. A certified system laid thinner than its certified thickness is, for certification purposes, a different surface.

What does World Athletics actually measure?

The in-situ testing behind a Class 1 certificate assesses how the surface behaves under an athlete, not how it looks. The Track and Runway Synthetic Surface Testing Specifications set the following requirements, measured across the whole facility rather than at a single convenient spot:

  • Shock absorption, also called force reduction — the proportion of impact energy the surface absorbs rather than returning to the leg — must be between 35% and 50% at any surface temperature from 10 °C to 40 °C. At least twelve measurements are taken, with a minimum of one per 500 m².
  • Vertical deformation, the amount the surface deflects under load, must fall between 0.6 mm and 2.5 mm across the same temperature range, again over at least twelve measurement points.
  • Friction, the wet slip resistance of the surface, must nowhere fall below 0.5, with at least six measurements taken.
  • Tensile strength must be at least 0.50 MPa for non-porous systems and at least 0.40 MPa for porous ones, with elongation at break of at least 40%.
  • Thickness is judged against the value nominated in the Product Certificate rather than a universal figure in millimetres. Areas falling more than 10% below that value may not exceed 10% of the total surface, and anything below 80% of the certified thickness counts as exceptionally thin.

The temperature range and the number of measurement points matter more than the headline figures. A surface that performs correctly on a mild morning at one end of the home straight has proven very little. Certification asks whether the whole track behaves consistently, in the cold and in the heat, and that consistency is largely a function of how evenly the system was mixed, poured and finished.

The clock most budgets forget: validity shrinks as the surface ages

A facility certificate is never open-ended, and its term depends on how old the surface was when it was tested. This schedule is the part of the system that most often surprises facility owners:

Read that as a curve rather than a table. A track certified when new enjoys five untroubled years, then renews for four, then three, and each cycle brings the next inspection closer. Somewhere around the eighth year the surface stops being certifiable at all under this schedule, and the only route back onto the list is intervention in the surface itself. Facilities whose certificate lapses are removed from the World Athletics list thirty days after expiry, without notice.

This is where retopping enters the conversation. Retopping means renewing the wearing layer of an existing synthetic system rather than removing and rebuilding the entire construction, restoring the properties that certification measures while retaining the base beneath. Planned in time, it is a maintenance decision. Left until the certificate has already lapsed and the events have already moved elsewhere, it becomes a rebuilding project with a competition calendar attached to it.

What this means when you specify a track today

The honest framing for a client is that certification is not a badge to be collected once but a maintenance obligation with a schedule attached. Three questions belong in every tender document, and asking them early costs nothing.

First, which competitions should this venue be able to host, not this season but in ten years' time? The answer determines whether Class 2 is sufficient or whether the venue should be built and tested to Class 1 from the outset. Second, does the proposed system hold a valid Product Certificate, and is the contractor committing to install it at the certified thickness across the whole track rather than on average? Third, who owns retesting and renewal, and is that cost carried in the maintenance budget or left to appear as a surprise in year six?

A track specified with those answers in hand tends to age predictably. One specified without them tends to reach the moment when a certificate expires, a lab report is needed at short notice, and the season has already been planned around a venue that no longer qualifies. The standard is not moving away from facility owners; it is simply being applied as written, and building for the version that is coming is considerably less expensive than retrofitting to the one that has arrived.

Not in situ. A Class 2 certificate confirms that the venue's dimensions and markings comply with Technical Rule 2 and that the installed surface holds a valid Product Certificate based on laboratory testing. How long is a World Athletics facility certificate valid?

For a maximum of five years, and less as the surface ages. A surface tested when new or one year old receives five years, two to three years old receives four, four to five years old receives three, and beyond eight years of age a surface is no longer certifiable under the current schedule.

What happens if a certificate expires?

The facility is removed from the World Athletics list of certified facilities thirty days after the expiry date, without notice, and can no longer host the competitions that require a certificate. Reinstatement requires fresh inspection and testing documentation, and if the surface has aged past the certifiable range, renewal of the surface itself.
